Neighborhood Revitalization

This is a program passed by resolution by The Wabaunsee County Commissioners to encourage growth within Wabaunsee County. To qualify for this program, an application must first be filed in the Appraiser's office with a nonrefundable $35.00 application fee. The new construction or remodeling of an existing structure, must cost at least $10,000.00 and raise the Counties appraised value by at least $10,000.00. All zoning requirements within the jurisdiction must be followed (if a building permit is required, it must be obtained prior to the beginning of construction). At this point, all new construction or remodeling of existing homes will qualify. Agricultural buildings are the only new construction that does not qualify. If a person is interested in applying for the Neighborhood Revitalization Plan, applications can be picked up at the Appraiser's office, Zoning office, City offices or they can be printed off of the County's website (under the forms heading). NEIGHBORHOOD REVITALIZATION


What Qualifies:                      

a.  Residential new construction

b.     Rehabs and additions to existing dwellings

c.      Commercial new construction

d.     Commercial rehabs and additions

 

The construction must meet both of the following:      

a.  Cost at least $10,000 minimum (including labor)

b.  Increase the appraised value by a minimum of $10,000

 

STEPS TO FOLLOW

 

_____         1.  If required you MUST get a building permit.

 

_____         2.  Prior to starting construction you MUST complete PART I of the application and file it in the Appraiser’s office with a $35.00 filing fee.

 

_____         3.  Within 15 days of PART I being filed, the appraiser will complete PART II of the application and return a copy to the applicant.

 

_____         4.  If construction is NOT COMPLETE by January 1st

 

following the application date, the owner MUST fill out PART III (A) of the application and return it to the Appraiser’s office within fifteen (15) working days after January 1st.  Construction MUST be completed by the second January 1st following the application date.

 

If only partially complete traditional taxes will be levied against the property.

 

_____         5.  When construction is completed PART III (B) MUST be completed and returned to the Appraiser’s office with fifteen (15) working days after construction is complete.

 

_____         6.  PART III (B) MUST  be accompanied by written documentation evidencing all expenditures accrued during construction.

 

_____         7.  The Appraiser will mail a copy of all parts of the application to the applicant after the final determination for qualification is made.

 

_____         8.  When property tax statements are mailed out, an application for rebate will also be mailed.  The application for rebate can only be filed after all ad valorem and special assessments are paid in full, whether that is in December or in May.  The application for rebate MUST be filed on or before July 20th after taxes are paid.
