Unapproved Minutes City of Eskridge Regular City Council Meeting July 23, 2012 The regular meeting of the Eskridge City Council was called to order by Council President Dave Dunbar at 7:00 p.m. with the Pledge of Allegiance. Roll call was answered by Bill Cook, Melissa Corley, Dave Dunbar, Cindy Kraus, and Justin Rush. Mayor Deann Williams was absent. Two agenda items were removed, Belvue Bridge and Special Event CMB Application. B. Cook moved, seconded by C. Kraus to adopt the agenda as amended. Motion passed unanimously. C. Kraus moved, seconded by B. Cook to approve the minutes of July 9th, 2012 as written. Motion passed unanimously. B. Cook moved, seconded by C. Kraus to approve additions to Appropriation Ordinance #1380. Motion passed with a roll call vote of all ayes. A proposal to upgrade the warranty on the recently purchased turbidimeters was presented from Hach Company. This will cover the installation, quarterly preventive maintenance, and on-site repair. B. Cook moved, seconded by M. Corley to purchase the warranty upgrade from Hach for $1441.71. Motion passed unanimously. The council reviewed three building permits for structures at Lake Wabaunsee. Tammy and Sam Austin would like to remove their existing dock and replace it with a 20 x 20 dock with boat slip and cover. B. Cook moved, seconded by C. Kraus to approve the application. Motion passed unanimously. Terry Martin is requesting permission to add to his existing dock with a boat slip and cover. The original drawing exceeded the maximum width by eight inches. The public officer also indicated the drawing did not include a jet ski lift that is attached to the dock. J. Rush moved, seconded by M. Corley to approve the application contingent upon Martin�s removing the jet ski lift, comply with the maximum width of 20 feet and the cover not exceeding 12 feet in height. Motion passed unanimously. Dave Birdsong has applied to construct a storage shed on city property located near his residence at 226 W. Flint Hill Drive. The building will be 7� x 12� and will not exceed the 12� height restriction. C. Kraus moved, seconded by M. Corley to approve the application. Motion passed unanimously. Kris Johnson has sold her property at 414 E. Flint Hills Drive to Steve and Chris Wilcoxson and would like to transfer the dock lease. J. Rush moved, seconded by B. Cook to approve the request. Cook to approve the request. Motion passed unanimously. Dave Malone of Central States Capital Markets revisited the council with a proposal to consolidate our water bonds with a lower interest rate. Several options were presented for discussion. A significant savings will be seen over a 20 year period and the council directed him to put numbers together to review at the next meeting. The 2013 Annual Budget was presented for review. Following discussion B. Cook moved, seconded by M. Corley to approve publication of the budget and set the hearing for Monday August 13th . Motion passed unanimously. The annual appointments to the KMGA Board of Directors were discussed. B. Cook moved, seconded by D. Dunbar to appoint Joe Mercer as Primary Director for a two year term and Justin Rush as Alternate Director to represent the City of Eskridge on the Board of Directors to KMGA. Motion passed unanimously. The city clerk shared a letter from the Kansas Department of Agriculture regarding the restoration of public water supplies. If awarded the funds would not be available until the year 2014 or 2015. Applications are due July 30th but due to the fact we are not prepared with the required information, the city will not apply this year. Under concerns, council member Cook advised the council he hopes to add additional fish to the lake this fall if money is available. He also expressed concerns of the low water level in the rearing pond where the catfish are. He hopes to release them into the lake before it�s too low. The city clerk reminded the council of next week�s work session scheduled for Monday, July 30th starting at 7:00. The purpose of the work session is to conduct employee evaluations.
